Financial Freedom and Innovation Act
Carried by Sen. Daniel Zolnikov of Billings. It defines network token, blockchain and decentralized network in state law, protects self-custody and node operation, restricts state and local acceptance of a central bank digital currency, and creates a registration pathway through the Commissioner of Securities and Insurance for network-token issuers to register as non-securities.
That last part is the substantive one, and it is a different approach from Idaho's. Idaho excluded virtual currency from its securities act outright; Montana built a registration route instead, which keeps the regulator in the room.
