Signed by Governor Kelly Ayotte on May 6, 2025, making New Hampshire the first US state to enact a bitcoin reserve law rather than merely propose one. It took effect 60 days later.
The treasurer may invest up to 5 percent of certain public funds in precious metals, or in digital assets that averaged a market capitalization of at least $500 billion over the last calendar year. As with the $750 billion floors used by West Virginia and Iowa, the threshold is written so that bitcoin is the only asset that clears it.
