That floor is the drafting choice worth noticing. It is a threshold only bitcoin currently clears, which lets the bill authorize a bitcoin allocation without naming bitcoin. West Virginia is not alone in writing it this way; Iowa's HF 246 used the same $750 billion figure.
Custody is specified rather than left open: the state controlling private keys directly, a qualified custodian, or exchange-traded products registered with the SEC or CFTC.
