    Signed by Governor Jeff Landry. It protects the right to self-custody digital assets in a non-custodial or hardware wallet, shields home miners and node operators, affirms the right to use bitcoin as a means of payment, and bars state participation in a central bank digital currency.

    The payment clause is the one worth separating out. Most protection laws in this series cover custody and mining. Fewer state that you may pay with bitcoin at all, and that is a different kind of right: it is about what a merchant transaction may be, not about what you may hold.

    Louisiana passed this in the same year as Oklahoma, Arkansas and Montana, which is why 2024 reads as the year the protection bills clustered.

Separately, the Louisiana Money Transmission Act reaches crypto businesses that exchange or transmit. It governs that activity, not lending against bitcoin you already hold.
